Permits
Permits are issued to protect the health and safety of the general public, and to ensure compliance with construction drawings, specifications, life safety codes, and generally accepted standards.
Rental Permits
The owner(s) of a Residential Rental Dwelling are required to submit an application for a rental permit, using the form provided by the Bureau of Code Enforcement (below).
At time of application the following is needed:
- $150 per unit/apartment
- Copy of driver’s license
- Schedule an inspection (if requested)
- If the owner of the property resides outside a radius of 25 miles from the City of Fulton Municipal Building, the designation of a local Property Manager is required.
A Rental Permit Certificate is good for 3 years from the date of the application, unless there is any violation against the property, in which case it will be revoked.

Licensed Contractors
Licensed Contractors
Any contractor doing business in the City of Fulton is required to be registered with the Bureau of Code Enforcement. To register, please fill out the application below and submit it with a $100.00 registration fee and proof of insurance. All registrations expire on December 31st of the registration year.
All electricians, plumbers, and HVAC technicians doing business in the City of Fulton are required to be licensed by the City. Licensing exams are given twice a year, in May and October.
Exam dates for 2026 are:
- Electrical: May 5th and October 6th
- Plumbing and HVAC: May 2nd and October 3rd

Vacant and Unsafe Structures
Vacant Building Registry
Per Chapter 261 Building Registry, Vacant. The owner(s) of a vacant building are required to submit an application to the vacant building registry, using the form provided by the Fire Department (below).
At the time of application, the following is needed.
- $250 per building application
- Schedule an inspection
- If the owner does not reside within 25 miles of the City of Fulton, the name and address of the registered property manager as required in C152, registration of rental housing units, certificates of compliance. The address must include a street address; a post office box is not acceptable.
- A completed vacant building registry application
Unsafe Building Registry
Per Chapter 262 Buildings, Unsafe. The owner(s) of an unsafe building or structure are required to submit an application to the unsafe building registry, using the form provided by the Fire Department (below).
At the time of application, the following is needed.
- $250 per building application
- Schedule an inspection (Required)
- If the owner does not reside within 25 miles of the City of Fulton, the name and address of the registered property manager as required in C152, registration of rental housing units, certificates of compliance. The address must include a street address; a post office box is not acceptable.

R-1 Residential District
The R-1 Residential District is established to provide and maintain land area for neighborhoods of single-family dwellings on large-size lots.
R-1A Intermediate Density Residential District
The R-1A Intermediate Density Residential District was established to provide and maintain land area for neighborhoods of single-family dwellings on smaller lots than required for R-1 zoned areas.
R-2 Residential District
The R-2 Residential District is established to provide and maintain land area for neighborhoods of single- and two-family residential dwellings on medium-size lots.
R-2A Residential Cluster Overlay District
The R-2A Residential Cluster Overlay District is established to provide and maintain land area for various types of clustered single-family residential units, both attached and detached, in existing R-2 and R-3 Residential Districts, having less square feet of land than would be normally required of such use, with the right to subdivide or resubdivide such lots or sites, per the regulations contained herein, to accommodate such dwelling units, with or without the extension of new City streets.
R-3 Residential District
The R-3 Residential District is established to provide and maintain land area for neighborhoods of single-family, two-family and multiple-family dwellings on medium-size lots.
R-4 Residential Planned Unit Development (PUD) District
The R-4 Residential Planned Unit Development (PUD) District is established to provide and maintain land area for large-scale residential multiple-dwelling developments of a type and/or density that would not be permitted in other residential districts.
C-1 Neighborhood Commercial District
The C-1 Neighborhood Commercial District is established to provide for limited commercial use abutting any residential district.
C-2 Commercial District
The C-2 Commercial District is established to provide for a wide variety of business use.
C-2A Central Business District
The C-2A Central Business District is established to provide for a limited variety of small businesses and mixed residential use in close proximity to one another.
C-3 Commercial Planned Unit Development (PUD) District
The C-3 Commercial Planned Unit Development (PUD) District is established to provide and maintain land area for large-scale commercial developments of a type and/or density that would not be permitted on other commercial land.
M-1 Manufacturing/Industrial District
The M-1 Manufacturing/ Industrial District is established to provide and maintain land area for industrial manufacturing, processing and production facilities.
M-2 Manufacturing/Industrial Planned Unit Development (PUD) District
The M-2 Manufacturing/ Industrial Planned Unit Development (PUD) District is established to provide and maintain land area for large-scale manufacturing/industrial development of a type and/or density that would not be permitted on other manufacturing/industrial land.
